Top 10 highest-paid New York City workers

The city’s highest-paid government employees come primarily from its housing authority and the Department of Health and Mental Hygiene, according to data newly published by the Empire Center for Public Policy, an independent think tank in Albany.

Vito Mustaciuolo and Gregory Russ, two executives at the New York City Housing Authority, were the highest-paid city employees this year, with salaries of $515,260 and $414,018, respectively.

The next four on the list make more than $375,000 and work at the Department of Health and Mental Hygiene. The department has 15 of the top 30 best-paid city employees.
