Hochul’s budget fight complicated by pricey social policy initiatives

Pressure is bearing down on Gov. Kathy Hochul from interest groups seeking billions of dollars for social policy investments that they say will level the economic playing field in New York. 

With next fiscal year’s budget due tomorrow, Hochul and Albany Democrats still find themselves at opposing ends on both numbers and policy. The governor has already broken with progressives over amendments to the 2019 bail reform law, and her proposed reform of the 421-A affordable housing tax abatement—485w—was widely panned by Democrats in both the state Senate and Assembly.
