Former City Council Speaker Christine Quinn called on Mayor-elect Eric Adams to find $3.3 billion in new spending to combat family homelessness and argued he should appoint officials to the Department of Homeless Services who have personally experienced homelessness themselves.
“There should be officials within DHS who have been homeless and who have the lived experience that changes the conversation,” Quinn said. “You cannot implement change and manage an agency if you don’t understand what is driving the crisis.”
