States leapfrog feds on Covid boosters for all

SOUTH CHARLESTON, W.Va. — West Virginia Gov. Jim Justice has been convinced for weeks that all adults in his state are eligible for boosters. On Wednesday, he was more blunt.

“In my opinion, if you’re breathing, you can qualify,” he declared during a Covid briefing.
